Born in Nagano Prefecture, Masao graduated from the Department of Economics at the University of Tokyo in 1986 and joined the Ministry of Home Affairs. He previously served as the Fukui Prefecture General Affairs Department Finance Division Director, Deputy Director of the Ministry of Finance Ministry of Regulatory Affairs, Director of Local Government Bond Division Autonomy and Finance Bureau, Ministry of Internal Affairs and Communications, Fukushima Prefecture Living and Environment Director, Fukushima Prefecture Planning and Coordination Manager, and the Deputy Governor of Fukushima Prefecture. He was elected to his current position in November 2014.
