Hidemitsu graduated from the University of Tokyo and joined the Ministry of Agriculture and Forestry in 1977. He retired in 2008 haing held positions at the Ministry of the Environment, the Ministry of Agriculture, Forestry and Fisheries, and the Kanto Forestry Administration Bureau. He joined Ito En in 2008 and served as a director from 2010 - 2014. He was appointed to his current position in July 2014. He wrote "The Era when Cooperative Creation is Earned" (With Works)
